VHA’s Chief Operating Officer David Fry resigns to take on exciting new opportunity

It is with mixed emotions that we share that David Fry has resigned from his position as Vice President, Integrated Client & Community Care (IC&CC) and Chief Operating Officer at VHA Home HealthCare (VHA). While we will miss David’s spectacular leadership at VHA, we are delighted to share that he will be taking on an exciting opportunity as CEO of LOFT Community Services.

David joined VHA in 2020 and has had a profound impact on the organization. In his role leading a large and diverse team of nurses, personal support workers, rehab providers, responsive community care workers and operations professionals, David has championed operational improvements that leverage data, advance high quality care and collaboration, and have led to significant improvements in both client and provider experiences. David’s leadership in implementing a One Team approach at VHA has built integrated practices across our teams through the Interprofessional Collaborative Competency Framework and has laid a solid foundation for VHA to effectively support increasingly complex clients across a more integrated health care sector.  David’s extensive experience and his own expertise as an Occupational Therapist have led to innovative solutions to address capacity challenges in rehab and a strategic and thoughtful approach to realigning our teams based on client needs in primary neighbourhoods. A keen advocate of supporting the most vulnerable in our communities, his leadership in repositioning VHA’s well-respected community support programs as Responsive Community Care has expanded connections and possibilities for helping even more clients in need. Recognizing the value and necessity of hearing directly from team members at the point-of-care, David expanded opportunities for open dialogue and sharing of information to ensure we remain focused on what matters most to our team and the clients and families we serve.

In conversations with David about his experience at VHA, David shared the following –

“I have appreciated the opportunity to work with a fantastic leadership team who harness expertise and knowledge from research, client experience and best practices to lead the way in home and community care delivery. The IC&CC management team is one of the most dedicated, smart, hard-working and committed groups I have ever had the chance to work with and learn from. The culture at VHA is outstanding and it has been remarkable to be part of these past four + years.”

Beyond VHA, David has been a driving force in advancing home care and the broader health system, working closely with partners on new models of care and integrated care initiatives, including the MGH2Home program with East Toronto Health Partners Ontario Health Team. A true home care thought leader, David has been a sought after speaker and leader at numerous conferences and sector tables.

Trevor Heer, VHA’s Interim VP of IC & CC AND COO effective following Sept. 5 2025

David’s last day with VHA will be Friday, September 5, 2025. As we launch an internal and external search over the next few months, we are pleased to share that Trevor Heer, Senior Director, Integrated Client and Community Care, will step into the position of Interim VP, IC&CC and COO until the role is filled. Trevor is a well-known and highly respected leader at VHA and amongst our partners. He joined VHA in 2019 as Regional Director and took on his current role in 2022.  Known for his strategic insights and collaborative approach, Trevor is passionate about person-centered care and supporting our teams. He has led many key initiatives at VHA and is well-positioned to step into this role.
